  • 1.  Public Spaces - residents holding classes?

    Hello D8 friends! I've got a question for everyone regarding community members hosting classes... 

    We have several people that have recently started offering dance and fitness classes in our open spaces and in reservable spaces open to the public (some free and some with a drop-in fee), and we're considering requiring a special permit and insurance. If you've encountered this in your city, could you please share any forms or policies you have in place to address this activity?

    Hi Wyatt,

    During the COVID-19 pandemic in 2020, we experienced a significant increase in program providers utilizing parks and open spaces in the City of Santa Barbara. In response, I developed the Outdoor Fitness and Commercial Activity Permit to regulate this use while recovering a nominal fee to offset the additional impact on public spaces. The permit allowed providers daily access for a flat monthly fee, eliminating the need for weekly permits and reducing staff workload. This approach supported personal trainers and private instructors by offering flexibility and operational consistency. While the program has since been updated, the original framework remains in place and was largely modeled after the City of Santa Monica's outdoor personal trainer permit system.
