Hi Amanda! I know you already talked with our Events Coordinator, but wanted to reply in case anyone else is wondering the same thing.
We have been told by the CCC Health Department that yes, booths giving out ANY type of consumable good need to be a part of the health permit. We found this out during an event were a few craft vendors were handing out candy and the health inspector came to us and said they needed to put it away and could not hand it out, even if they weren't selling it. They have even said no bottled water can be handing out when we have called to ask.
