    Hello everyone, 

    Our agency is currently reviewing our merit step increase process for non-benefited part-time staff, and I am looking for benchmarking information from other California public agencies. Our current practice is that non-benefited part-time employees are eligible for a merit step increase after one year of service and 500 hours worked. General recreation employees are limited to 960 hours worked per year, while seasonal lifeguards may work up to 1560 hours per year. 

    I'm looking for examples of how other agencies administer merit steps for their part-time non-benefited staff. Specifically:

    1. Does your agency have a written policy governing merit step increases for non-benefited part-time staff?
    2. Does your agency require a minimum number of hours worked before an employee is eligible for a merit step increase?
    3. If so, how may hors are required?
    4. Is eligibility based on hours worked, calendar time, or a combination of both?
    5. If you are willing to share your policy, personnel rule, salary resolution, MOU or compensation plan it would be very much appreciated.
