    We are looking to start a scholarship for participants to help with program enrollments. Curious to see what other agencies are doing in regards to this topic. How do you collect income records? What metrics do you use for qualifications? (ex: on free lunch programs, XX% above poverty level). Do you have a max limit for annual scholarships? Any info or policy documents would be greatly appreciated.

    Howdy Kurt,

    I developed and oversee our Recreation Scholarship program at the Community Services District in Elk Grove. We track Residency (because of tax measure guidelines) using Driver's Licenses, School District Registration or Utility Bills. For Income Guidelines we use the most up to date County guidelines for low-income statuses and for documentation we accept statement of benefits from CalFresh, CalWorks, Social Security, Unemployment or a W-2. We also make exceptions for Foster Youth or recent foster youth using court documentation. The other exception that we've made is working in conjunction with City Homeless Services staff, recommending certain families for urgent program placement. 
    The other scholarship program I oversee is one for Season long swim passes in the summer. For that I work in conjunction with our local school district. They identify high-risk families in close proximity to the pool, and we award the youth in the household with summer long swim passes. In this instance and in the prior incident with City Houseless services, we don't require any documentation. We trust our partners and that they have successfully identified them as high need.
