Looking for policy documents for Parks and Recreation resident/non-resident fees and examples of fee schedule tiers/categories/percentages. Interested on your thoughts regarding the 'why', including the rationale for implementing this type of fee schedule (top down vs bottom up?) and pros/cons or benefits/disadvantages that you have experienced. For example, our community is reliant on visitors to fund our services, so we are concerned with the unintended consequences of raising non-resident fees and what this might do to future visitation/revenue.
